Environmental Impact Assessment Report completed regarding extension of service life and increase of thermal power of Olkiluoto 1 and Olkiluoto 2 plant units

The Environmental Impact Assessment (EIA) Report regarding the potential extension of the service life and the increase of the thermal power of the Olkiluoto OL1 and OL2 plant units was today, 5 December 2024, submitted to the Ministry of Economic Affairs and Employment (MEAE) which acts as the contact authority.

Teollisuuden Voima Oyj (TVO) is exploring the extension of the service life of the OL1 and OL2 plant units from the year 2038 until the year 2048 or 2058. TVO is also investigating the increase of the thermal power of the plant units. The investigation looks into an increase of 80 MW at both plant units, raising their power output from 890 MW to about 970 MW. Thus, this would constitute an increase of about 1.2 TWh in the annual electricity production.

As part of the investigation process, TVO has conducted an Environmental Impact Assessment procedure in conformity with the law on EIA. The procedure consists of two phases and the first phase, the EIA Programme, was completed in January 2024. The EIA Report that has now been finished presents the results of the Environmental Impact Assessment.

The goal of the Environmental Impact Assessment is to establish the current baseline status and to assess the environmental impacts of the project and their significance. The EIA procedure covers an assessment of, for example, the impact on people and the society, water bodies and fisheries, land use and landscape, soil and bedrock, groundwater and vegetation, as well as fauna and protected sites.

The EIA Report is to be published on the website of the Ministry of Economic Affairs and Employment (MEAE). Observations on the Programme can be submitted by anybody for a period of 60 days. MEAE also invites statements on the EIA Report from several authorities, communities, and municipalities in the relevant area.

An international consultation procedure will also be arranged regarding the EIA Report phase, with the Finnish Environment Institute acting as the responsible authority. The Report will be sent to all the parties involved who have announced their participation in the EIA procedure.

After the consultation phase, all the statements received are collated and MEAE will issue a reasoned conclusion on the Report to TVO. The EIA Report has also been published on TVO’s website. It is available in full also in English, apart from the Finnish and Swedish versions. Additionally, summaries of the report have been published in eight languages.

A public event regarding the EIA Report will be organised at the Eurajoki Municipal Hall on 6 February 2025 at 17.30-19.30. Participation at the event will be possible also by remote access. The link for remote participation will be updated closer to the event at tvo.fi/yva.
