Olkiluoto 3 operating licence application being processed

​ The commissioning of OL3 plant unit is drawing nearer. The project moved into an important phase last April, when the operating licence application was subitted to the Finnish Parliament.

OL3_web.jpgThis represents a significant milestone for the whole of Europe as the last operating license for a new nuclear power plant unit was submitted around 30 years ago.

Says Marjo Mustonen, TVO’s SVP, Nuclear Safety: “The operating licence application process is a critical phase in the licensing and approval of a new nuclear power plant, which spans the Decision in Principle and building permission right through to submission of the license application and commissioning of the plant unit.”

Lifecycle of plant unit clarified

Around 2,000 documents totaling over 130,000 pages were submitted.

”Hundreds of people from TVO were involved in compiling the operating licence documentation. This was a necessary undertaking in order for our organisation to get to know all aspects of our plant in detail.”

The operating licence documentation covers all stages of nuclear power generation, from commissioning right through to retirement of the plant.

The application clarifies the plant unit’s commissioning guidelines, requirements and criteria as well as the instructions, competencies and expertise needed for running the plant. The documentation also covers final disposal of spent fuel and provision for the cost of nuclear waste management.

We expect the Finnish Parliament to make a decision on the operating licence during 2017. The plant supplier predicts OL3 to generate electricity for the national grid from the end of 2018 onwards.
