Decision-in-Principle
A Decision-in-Principle made by the Finnish Government and the Parliament decision to remain it in force are required to be able to build a nuclear power plant in Finland. The Ministry of Employment and the Economy calls for Decision-in-Principle statements from the Radiation and Nuclear Safety Authority, the Ministry of the Environment, as well as from the municipality in which the plant is to be located. Citizens may also tell their opinions to the Ministry of Employment and the Economy.
Decision-in-Principle submitted in April 2008
On April 25, 2008 Teollisuuden Voima Oyj submitted its Decision-in-Principle (DiP) application for the construction of a fourth nuclear power plant unit at Olkiluoto in the municipality of Eurajoki to the Finnish Government.
TVO considers the construction of additional nuclear capacity to be in line with overall good of society. Finland and TVO shareholders need new capacity for power production. Increased production will secure the availability of electricity for Finnish businesses as well as individual consumers. In addition, nuclear production of electricity fends for fulfillment of Finnish climate targets. A new facility strengthens the reliability of domestic electricity production and availability and furthermore reduces dependence on imported electricity, among other countries. The present Olkiluoto nuclear power plant site is well suited for an additional unit.
A 1,000 - 1,800 megawatt nuclear power plant unit to Olkiluoto
TVO's Decision-in-Principle application targets for a light water reactor nuclear power plant unit with thermal power of a maximum of 4,600 megawatts and with electric output of 1,000 - 1,800 megawatts. The unit will be located at the Olkiluoto nuclear power plant site owned by TVO.
Fuel procurement and nuclear waste management of the new unit can be arranged in the same way as for the units in operation and construction.
